When the weather "warms up" to 20 degrees, you know it's cold. The average temperature this month has been 15.8 degrees, according to the National Weather Service. That's 12 degrees below February's normal temperature. WGN's Chief Meteorologist Tom Skilling tells us if we'll break the all-time February record and what to expect in March.
