In "Prison State", premiering April 29 on PBS and at pbs.org/FRONTLINE, FRONTLINE goes inside Beecher Terrace, a housing project in Kentucky, where nearly every resident spends time behind bars. Mark Bolton, the top corrections officer there, says things have to change, “We’re locking up people that we’re angry at; we ought to be using this space for people that we’re afraid of."
